I am looking for a d20 based RPG that involves space travel and possibley Time Travel, maybe a Doctor Who type thing, but NOT Star Wars, Star Trek, Battlestar Galactica or any of those kinds of games. Thanks.

Other than D%26amp;D Starjammer, not aware of any. Non-d20 SF games would include Warhammer, Traveller and GURPS Space.
